Can't we restrict randomness

How do we reduce the randomness of legendaries without usually offering individuals with an product with all the qualities and thereby devaluing all of those products because the industry will become filled with them. In another line someone said they have discovered 25 couples of lacuni, none with crit opportunity.Can't we restrict randomness, yet still have it only to less sized degree?Using Lacuni prowlers as an example. (and seriously I think this should be modified to be able to have 7-9 qualities to allow including new exclusive qualities or things like pick-up radius). But we don't need 7-9 qualities on every product port. Maybe on just 4 or 5 product spots.What does this do?1) No more gimped products without a main statistic (though you may not get the one you want)2) We've limited randomness and simultaneously not passed crit opportunity to everyone who discovers the 1st several. You might have to discover 2 couples, 10 couples, 15 couples. If 1 of 3 qualities is not random enough and then make it 1 of 5 qualities. Just not 1 of 60 (or however many there are). (I've individually discovered 2 couples.


Neither of them had crit opportunity.3) Great products will always have value (even with every residence a set property) and gradually the value in the experience will always go down because not many of them are eliminated from the economic system about Diablo 3 Gold(and I think that is excellent based on the timeframe).
